Beyond the Leader

The book *Beyond the Leader* challenges the classic model of leadership in the public sector, which has long been overly focused on a single figure at the top of the hierarchy. In an era of technological disruption, dynamic crises, and complex public issues (wicked problems), leadership is no longer sufficient if understood solely as an individual capacity. This book asserts that modern leadership is a distributed, relational, and collaborative social process that involves all elements of governance.
Through discussions in seven main chapters, this work examines how to navigate radical uncertainty, the dynamics of bureaucratic power, and the challenges of algorithm- and data-driven governance. The book also examines the importance of collaborative governance, the handling of ethical dilemmas and crises, and strategies for designing a transformative and inclusive public leadership ecosystem.
Intended for academics, policymakers, and public sector practitioners, this book offers both a conceptual framework and an in-depth practical guide. *Beyond the Leader* does not aim to eliminate the figure of the leader, but rather to reposition them as part of an adaptive governance ecosystem characterized by integrity and a focus on public values.

The visual concept uses a ship enclosed in a glass bottle as a metaphor for navigating complexity, institutional structures, and uncertainty. Through the interplay of illustration, color, and typography, the cover translates an abstract subject into a visual narrative.
